Utah’s New Road Rage Laws: What You Need to Know

Utah has implemented stricter measures to address road rage incidents by introducing H.B. 30, the “Road Rage Amendments” bill, which took effect on July 1, 2024. Sponsored by Rep. Paul Cutler and Sen. Todd Weiler, this legislation received strong support in both chambers of the Utah Legislature before being signed into law by Gov. Spencer Cox on March 18, 2024. The new law aims to curb aggressive driving behaviors by:

  • Increasing fines for road rage violations
  • Authorizing law enforcement to impound vehicles involved in road rage incidents
  • Empowering courts to suspend driver’s licenses for road rage offenses

These measures come in response to concerning statistics from the Utah Department of Transportation, which reported 27 fatalities linked to aggressive driving in 2023 and three deaths attributed to road rage incidents in 2024 so far. H.B. 30 also allocates funds for a road rage education program to raise awareness about the dangers of aggressive driving and promote calmer behavior on the roads. In support of this initiative, Zero Fatalities has launched a campaign to provide Utah drivers with strategies for maintaining composure and avoiding risky behaviors while driving. The legislation’s passage was influenced by a tragic road rage incident near Eagle Mountain in Utah County, where a dispute escalated into reckless driving, resulting in the deaths of two innocent people. One of the at-fault drivers has been incarcerated for over a year, facing charges including manslaughter. This new law represents a significant step in Utah’s efforts to improve road safety and reduce the incidence of aggressive driving behaviors. By combining stricter penalties with educational initiatives, the state aims to create a safer driving environment for all road users.
